LIVE: View of Downing Street as new Prime Minister announced today. Rishi Sunak is on the verge of getting the keys to Downing Street today after Boris Johnson dramatically dropped his Tory leadership bid. Mr Sunak could be named as the new PM as early as 2.15pm, with his sole remaining rival Penny Mordaunt struggling to reach the threshold of 100 nominations needed to trigger a run-off. The former Chancellor has received public backing from over 160 Tory MPs - and is racking up more numbers as prominent supporters of Mr Johnson jump on the bandwagon. He would be the country's first non-white premier.

In his daily video address, Ukrainian President Volodymyr Zelenskyy dismissed Moscow's claims that Ukraine was preparing provocations with the use of a "dirty bomb", as suggested by Russia's defense minister during telephone calls with NATO counterparts.
"If Russia calls and says that Ukraine is allegedly preparing something, it means one thing: Russia has already prepared all this. I believe that now the world should react as harshly as possible," Zelenskyy said.
The Ukrainian president also said that only Russia was capable of using nuclear weapons in Europe.
"If anyone can use nuclear weapons in this part of Europe — it can be only one source — and that source is the one that has ordered comrade Shoigu to telephone here or there," Zelenskyy said.
Earlier on Sunday, Ukraine's Foreign Minister Dmytro Kuleba denounced Moscow's claims as "absurd" and "dangerous". "Russians often accuse others of what they plan themselves," he added.

Boris Johnson abandons bid to return as UK Prime Minister - BBC News
Boris Johnson has pulled out of the race to replace Liz Truss as the next UK Prime Minister and leader of the Conservative Party.
Mr Johnson stepped down as Prime Minister in July 2022 after a series of political scandals and the loss of confidence of his own members of Parliament.
However Liz Truss, his replacement as Prime Minister, has also been forced to step down after her plans for tax cuts and unfunded borrowing led to turmoil in the financial markets.
Mr Johnson had been campaigning to return as Prime Minister but has now admitted that he would not be able to unite his party.
His decision means that Rishi Sunak, the former Chancellor, is now seen as the leading candidate to be the next Prime Minister.

Former UK Prime Minister Boris Johnson is back in the UK as the race for the leadership of the ruling Conservative Party gathers pace.
Johnson and his family landed back at Gatwick airport on Saturday after cutting short their holiday in the Dominican Republic.
Johnson, who was ousted by ethics scandals just three months ago, on Friday jockeyed to make a comeback and replace outgoing Prime Minister Liz Truss.
He has not publicly declared he is running, but a political ally who spoke with him told Sky News he is "up for it" and bookmakers have made him one of the favorites.
Dominic Raab, former deputy prime minister in Johnson's government, on Saturday warned that Johnson could be "distracted" by the party gate probe if he were to become prime minister again.
The rapid downfall of Truss threw the country's leadership into disarray at a time of severe economic challenges.
The governing Conservative Party has ordered a lightning-fast race that aims to finalise nominations Monday and install a new prime minister, its third this year, within a week.
Leading the pack in lawmakers' support, though yet to publicly declare, is former Treasury chief Rishi Sunak, who was previously runner-up to Truss.
He had repeatedly warned Conservatives that Truss' tax-cutting plans would be disastrous - as proved to be the case.
The former hedge-fund manager's supporters consider him a steady hand for an ailing economy.

Blackouts in parts of Ukraine, Kherson residents evacuations
Hundreds of thousands of people in central and western Ukraine are without power after Russia carried out massive drone and missile attacks, as intense fighting continues in the southeastern region of Luhansk, Donetsk and Kherson where Russia has been struggling to stop renewed Ukrainian advances.
Russian occupation authorities in the city of Kherson have warned civilians to leave “immediately”, as Ukrainian forces advance on the city in what is expected to be a major confrontation.

Zelensky accuses Russia of plot to blow up Kakhovka dam - BBC News
Ukraine's President Volodymyr Zelensky has accused Russia of preparing to blow up a dam at a hydroelectric plant in southern Ukraine, which would lead to a "large-scale disaster".
In his overnight address, Mr Zelensky said the Kakhovka dam on the Dnieper river had been mined by Russian forces, according to Ukrainian information.
The dam is under Russian occupation, but Ukrainian forces are closing in.
Russia has already accused Ukraine of firing missiles at the Kakhovka dam.
Ancient rock carvings discovered in Iraq - BBC News
Archaeologists have unearthed 2,700-year-old rock carvings in Iraq.
An excavation team had been working to reconstruct the ancient Mashki Gate, which Islamic State (IS) militants destroyed in 2016.
The eight marble relics show finely chiselled war scenes, grape vines and palm trees and date back to the Assyrian King Sennacherib, who ruled the ancient city of Nineveh from 705 to 681 BC.
The archaeologists are working to restore the Mashki Gate site to how it was before IS bulldozed it.
