Brazil's outgoing President Jair Bolsonaro has made his first address since being defeated in Sunday's presidential polls.
In a very short statement with no concession of defeat or congratulations to leftist former President Luiz Inacio Lula da Silva who triumphed, Bolsonaro said that he would "comply" with the constitution while thanking those who voted for him.
Shortly after the release of the statement, Brazil's Supreme Court said that Bolsonaro had recognized the result of the election by authorizing the start of a transition to a government by Lula.

Israel’s former prime minister, Benjamin Netanyahu, is expected to make a dramatic comeback and win the country’s general election, exit polls suggest.
Mr Netanyahu told supporters “we are close to a big victory”, as projections gave his right-wing bloc a slim majority over his centre-left opponents, led by current Prime Minister Yair Lapid.
The election was widely seen as a vote for or against the former PM’s return, who was toppled last year after 12 straight years in power.

Seoul retaliated on Wednesday three hours after Pyongyang launched a missile that landed less than 60km (37mi) off the South's city of Sokcho.
The South's military said this was an "unacceptable" breach of its territory.
It fired three air-to-ground missiles in response, which officials said landed a similar distance past the Northern Limit Line (NLL).
The line marks the rough midway-point in the sea between North and South Korea, but the North has never accepted the boundary.

Israel election: Exit polls put Netanyahu's party ahead | DW News
Former Prime Minister Benjamin Netanyahu and his right-wing allies secured an early lead in Israel's latest national election, according to exit polls.
The 73-year-old said he would set up a "stable national government," after Israel's fifth election since 2019.
Exit polls showed a surge in support for the ultranationalist Religious Zionism party, whose top candidate is Itamar Ben-Gvir. Projections put Ben-Gvir's far-right party in third place.
Centrist caretaker Prime Minister Yair Lapid's bloc was projected to come in at a close second.
A final result is expected later this week.

Russia's FSB says it foiled a sabotage act by Ukraine’s special services at an energy infrastructure facility in Crimea. Russian troops allegedly launched 47 air strikes and over 90 MLRS attacks against Ukraine on November 1. Ukraine’s military intelligence claims Russia has installed military equipment on the rooftop of the Zaporizhzhia power plant. Ukrainian air forces reportedly launched 33 strikes against Russian military positions in the country.
Meanwhile, the Pentagon has expressed concerns over the possibility of Russia buying missiles from Iran. Putin ally Dmitry Medvedev has said that only Russia’s victory in Ukraine will guarantee protection from a global conflict. Putin’s ally and founder of the Wagner mercenary group, Yevgeny Prigozhin, has praised Zelensky in a rare admission.

Kyiv’s mayor Vitali Klitschko said that water and power supplies have been restored in the Ukrainian capital.
Ukraine said Russia launched a series of 55 cruise missiles targeting civilian infrastructure in the country on Monday.
Amid the ongoing war, water and power supplies have remained disrupted as Russian strikes have destroyed around a third of its power stations.
