The ruse with the dirty bomb: A sign of Putin's weakness?

Russian forces in the southern region around Kherson have been moving injured people and civilians out of the city, but it’s unclear whether the troops themselves are bracing for battle or preparing to flee. Meanwhile, Moscow claims Kiev’s getting ready to detonate a “dirty” bomb laced with radioactive material – a charge Ukrainian leaders deny, saying Russia’s describing its own intentions.
